Dr. Fello Jarvis
General Manager

Dr. Fello Jarvis
CoFounder & General Manager
Fello Jarvis has over 14 years of experience offering cultural exchange programs to Canada through DOFASPRO, the firm he co-founded, and more than 5 years offering opportunities to Dominican youth through the BridgeUSA program. He has led Study & Work programs, recruited skilled workers for Canadian companies, and supported students seeking English and French language studies in Canada. He also co-founded and served as Administrative Director of the Center for Newcomer Information Toronto (CENITO) for 11 years.
With more than 24 years of experience practicing immigration and refugee law in Toronto, Dr. Jarvis brings extensive expertise to the field. His academic background includes degrees in Legal Assistance, Immigration Consultancy, and Police Science in Canada, a Law degree and specialized studies in Europe, including programs at Leiden University and in European Business Law.

Eng. Shanell Perez
Programs Coordinator
With a tremendous passion for youth development, Shanell has been a strong advocate for cultural exchange programs in the Dominican Republic. He had the privilege of participating four times in the Work & Travel program, as well as in volunteer opportunities in the United States, where he experienced firsthand the transformative impact of cultural exchange.
In the DR, Shanell obtained a degree in Electromechanical Engineering and a degree in Business administration and entrepreneurship.
He has worked as a Program Coordinator at DOFASPRO and CALEXS for over 7 years, contributing extensively to the development and management of cultural exchange programs in the DR.

A.S. Endri Seferi
Program Director
“Not all of us can do great things. But we can all do small things with great love.”These words from Mother Teresa—an Albanian Saint and Nobel Peace Prize laureate—deeply inspired Endri from an early age.
A graduate in Computer Science, Endri participated in the Summer Work & Travel program, an experience that had a meaningful impact on him. Motivated by this, he began sharing his insights and guiding other students on how to make the most of their SWT journey. He worked with students at Kouzon, a cultural exchange agency in Albania, before transferring his studies to the United States.
Always willing to serve, Endri has been actively involved in youth organizations, focusing on humanitarian initiatives and cultural exchange. He has worked as a Program Director at DOFASPRO and CALEXS for over 7 years.
Our Philosophy
CALEXS recognizes that many of the challenges we face in building a sustainable society can be addressed by creating greater opportunities for young people—opportunities that allow them to grow both personally and professionally.
Providing students with the chance to live in a multicultural environment not only expands their understanding of the world but also teaches them invaluable lessons about human values, psychology, and culture. From abroad, we learn to see the world through a new lens. From abroad, the borders that separate us begin to feel like arbitrary lines. From abroad, it becomes clear that far more unites us than divides us.

We fervently believe that youth are a powerful force for good in society, with immense potential to contribute to the development of their communities. They will become the leaders of future generations, and it is our responsibility to equip them with the tools, opportunities, and guidance they need to succeed in life.
For many years, the Dominican Republic was seen as a place with limited opportunities for young people. However, in recent times, remarkable changes have begun to reshape the landscape and spark new possibilities for millennials across our nation. CALEXS is committed to driving these changes forward.
